At the beginning of the 2000s, a number of reports emerged of serious abuse committed by the same man. The man is well known in the dance and show scene around Norway, and also in family programs on TV. The reports are pouring in, but case after case is either dropped by the police or withdrawn. Why did it take 13 years before Julio Kopseng was stopped? In "The serial abuser Julio Kopseng", victims, friends and the police tell the story of one of Norway's worst serial abusers.
